The think tank consists of full-time and part-time researchers with profound theoretical knowledge literacy, strong research ability and rich practical experience. The researchers mainly come from universities and government departments, including 5 full-time researchers on campus, 7 part-time researchers, and 8 consulting experts outside the university. The head of the think tank is Prof. Liang Liping. Prof. Liang was the director of The Cultural Quality Education Base of Shanxi University, a member of the 11th National Committee of the Chinese People's Political Consultative Conference, and vice President of Taiyuan University of Technology. Currently, he is vice mayor of Jincheng city, Shanxi Province and vice chairman of Shanxi Provincial Committee of Democratic League. The executive director of the Think Tank Centre is Professor Qiao Yunhong, who is responsible for the daily management and research work of the think tank. Among the full-time and part-time researchers inside and outside the university, 12 have doctoral degrees and 7 have master degrees. Among them, three are 7 professors, 6 associate professors and 3 lecturers.
